Dr. Cenan Oktay was born in 1965 in Plovdiv-Bulgaria. He completed his primary school education in Istanbul in 1977. He completed his secondary and high school education at Istanbul Erkek High School, which provides education in German. He graduated from Trakya University Faculty of Medicine in 1984.
